Baby doberman with bumps on his head?

I'm about to purchase a baby fawn male doberman that is ckc registered. i haven't seen him in person yet however, in the picture it looks like he may have bumps on his head. Does anyone know what this might be? should i not buy this doberman? and if its a skin condition then typically around how much should i expect to be paying for proper treatment?
